The year 2016 introduced changes in Latvian driving schools — starting from November 1, 2016, payment for driving lessons had to be made through the driving school. The new amendments were introduced with the aim of reducing the shadow economy, however, as long as a strict control system has not been established, driving schools allow themselves to interpret the law freely (for example, when signing a contract with a driving school, a prepayment for 10 driving lessons is required, while the responsibility for further payments is shifted to instructors, etc.).
Prices have increased because administrative costs for driving schools have grown, but in not all cases has this resulted in improved quality. We also observed that people were encouraged to start driver training before November 1, claiming that price changes would not affect them, yet in reality not all driving schools kept their word regarding prices. As a result, a student may not be able to continue driving training but remains tied to the driving school through a “special offer” contract.
The TOP ranking for 2016 was created by combining the positive evaluation votes from the website’s followers in 2016 with the conclusions of our driving school monitoring, especially considering how driving schools prepared for and responded to the new amendments to the driving school regulations.
The goal of this TOP ranking is to encourage the overall development of the driver training industry in a healthy competitive environment, raising it to a higher level comparable to the standards of higher education institutions.
Driving school Einšteins is a newcomer in our TOP ranking and at the same time a pleasant surprise. It is the largest driving school in Vidzeme, and its excellent results prove that professional training is available outside Riga as well. Einšteins ranks among the top five in theory exam results, its category B driving results are above the industry average, and its category A results are high (84% of students have passed the exam).
The public face of Driving school Einšteins is currently Renārs Zeltiņš. The school has branches in Cēsis, Smiltene, Valmiera, Sigulda and also Riga, although its Riga branch has not yet fully established its position. Driving school Einšteins performs well overall. We will continue to observe how the school develops in 2017.
We conclude that Driving school Einšteins is the best driving school for training outside Riga — in Sigulda, Valmiera and elsewhere in Vidzeme.
In December 2016 Presto Driving School introduced a new website. On the website it is possible to make payments for theory courses, driving lessons, first aid courses and medical certificates.
Among the new features of the site is an online booking system for organizing driving lessons — students have access to a convenient planner where they can see available instructors at times that suit them. Another new feature, which we have not seen either in Latvia or elsewhere in the world, is the ability to conclude a distance contract both for theory courses and for driving lessons.
Maintaining the level of a “drivers’ university,” Presto continues to expand its blog section with useful articles; the value of the training is also not reduced through coupon promotions.
In 2016 the driving school opened two new branches in Riga. Overall, we can say that Presto Driving School is stable and focused on growth.
We conclude that Presto Driving School is the best driving school choice in Riga.
In 2016 Driving school DBS lost its leading position.
The changes in the payment system for driving lessons had little impact on DBS, as the training fees had already been relatively higher than those of other Latvian driving schools from the beginning. Unfortunately, statistics from the last six months show that high training costs do not automatically guarantee high results — only 30% of students passed the category A driving exam on their first attempt (a figure significantly below the industry average), and theory exam results are also below the industry average.
Nevertheless, Driving school DBS continues to actively promote higher road safety standards among Latvian drivers through various engaging activities, and also remains involved in improving driving culture, including encouraging proper parking practices.
Driving school Autoprofs is another excellent driving school outside the Riga region — it is a leader in its area, with branches in Jēkabpils, Koknese, Viesīte, Madona, Daugavpils and Aizkraukle.
The school’s teaching staff is strong and prepares new drivers very well, which is also reflected in the high percentage of successfully passed theory exams. The school has good results in the category B driving exam, but its category A results are outstanding — 90% of students have passed the exam. We can confidently say that Autoprofs ranks 1st among Latvian driving schools teaching category A outside Riga.
The training results in other categories are also at a high level.
Another driving school outside the Riga region has also reached the end of the TOP ranking — Driving school Heliks A in Madona. The driving school offers courses for categories A, B, C and E.
Among more than 200 driving schools in Latvia, Heliks A consistently ranks among the top performers in terms of results. More than 93% of the school’s students have passed the theory exam. The driving results are also at a high level in both category A and category B — 75% and 65% of students have successfully obtained their driving licences.
